The Covered Bridge at Barnes Mill Master Association Inc.

is the governing body from which four communities (Magnolias, Fullers Loch, The Carriages/Veranda and the newly built town homes Cobblestone) live within its legal structure. Our community, Magnolias, is part and parcel of the larger community development called The Covered Bridge at Barnes Mill Master Association, Inc.

 

The Master Planned Community was established on November 22, 2005, and encompassed a total of 190 acres at a cost of $16 million.  It was a 50/50 partnership between W & H Properties and Traton Homes.

 

The Master Association (MA) is responsible for all of the common areas not deeded to the individual associations. The MA provides both maintenance and insurance coverage for all common areas within our community. The common areas include:

 

1. Mockingbird Trail, directly behind suite 69.

 

2. The open land parcel behind units 61 to 67.

 

3. The area from Hicks Road on the north side to the Fisher Drive entrance at Aunt Lucy Lane which runs east to the Magnolias property entrance.

 

4. Felton Hill Road which includes the tree line areas along both sides of the road from the entrance at East/West Connector to Aunt Lucy Lane, the fountain, flower beds, bushes, trees, and street lighting. Maintenance in these areas also includes landscape and irrigation.

 

5. The Fullers Loch common areas encircle the development and include the Gann Clubhouse, the tennis courts, swimming pool, the playground area, and all of the common areas surrounding the Fuller's Loch amenities. Included in the Fuller's Loch community are three Mockingbird Trail entrances to the Silver Comet Trail and the Gann parking lot.

 

Each community (The Magnolias, Verandas/Carriages, Cobblestone and Fullers Loch) contributes to the Master Association general fund to maintain these mutually-held common areas. The Master Association is currently contracted with Heritage Property Management.

A: What are the relationships between the Master HOA and the community HOA’s: Magnolia, Fullers Loch, Carriages & Verandas and Cobblestone?

 

Q: In the design and planning stages of Covered Bridge at Barnes Mill Development, all four entities: single family homes (Fullers Loch and Inspiration), the town home development (Verandas & Carriages), and the newly built town home development (Cobblestone), and the ranch villas (The Magnolias) became a part of a Master Planned Community.  The Master Plan Development was established on November 22, 2005, and encompassed a total of 190 acres.  It was a 50/50 partnership between W & H Properties and Traton Homes and had a purchase price of $16 million.  The Master Association is the governing body from which all entities live within its legal structure.  These four communities are legally bound by the Master Association.  Each has its own HOA that operates very similarly to ours.  It is appropriate to view our community as part of a Master Planned Community.  

 

Q: Why do we belong to the Master HOA?

 

A: The Master Association was deeded 17 parcels of land by the developer, and those parcels are common areas throughout all the communities that must be maintained by the Master Association. Essentially, the Master and the community-HOA's are legally bound to one another. The Master Association Board of Directors researched the possibility of dissolving the Master Association but found it to be too cost prohibitive.  Moreover, it was not possible to appropriate a fair deeding of the 17 parcels of land among the entities.

 

Q: Why do we contribute to the Master HOA?  

 

A: The dues collected by the Master Association pay for maintenance, upkeep, insurance, and other expenses for all of the common areas governed by the Master Association that are not deeded to the individual associations. Our HOA, the Magnolias, pays the least amount of dues. We contribute dues (as do the other communities) twice annually based on the number of homes within our HOA.   

 

Q: What is the Master HOA responsible for?

 

A: The Master Association is responsible for maintenance, upkeep, and insurance for all of the common areas governed by the Master Association. These areas must be maintained and insured to protect all homeowners from lawsuits.  Examples of Master Association common areas in our community include Mockingbird Trail, the area directly behind Suite 69, and the area behind Suites 61-67.  Also, the area from Hicks Road on the north side to Fisher Drive entrance at Aunt Lucy Lane running all the way east to the Magnolias property entrance and both sides of Felton Hill Road from the entrance to Aunt Lucy Lane.  This includes maintenance and irrigation of these common areas, the fountain, decorative flower beds, plants, and street lighting.
